is this the correct location to btain the 64 bit xtandem to be used on the enterprise pipeline?

Yes, using these instructions, you will be able to build the X!Tandem 2009.10.01, from the ISB/LabKey branch, for 64bit servers. This is the most recent version of X!Tandem supported in LabKey Server v9.3
