Can you direct me to more information about how the list web part is used in an observational study. Is some of our data sets a field will have a small list of possible entries and these need to be entered in a consistent manner(like a select list on a form). Can lists be used in this way?

Yes, using a list for lookups in study forms is one of their most common uses. More documentation on lists here: https://www.labkey.org/wiki/home/Documentation/page.view?name=lists

Note that using the list webparts probably aren't required in your case -- the lookup lists can be integrated directly into your study via the designer.
